Mark Tyler

Mark Tyler, reports directly to the Chief Operating Officer and is responsible for directing the planning and implementation of strategic initiatives approved by the Department’s Strategic Management Committee.

The primary functions of the Office of Governance are:


  • Transportation Reform - Governor Bev Perdue appointed a new management team at NCDOT and tasked the Secretary and Chief Operating Officer to reform transportation decision making and improve accountability at the department. Building on the work of the transformation management team, the Office of Governance, with the help of the Executive staff has begun to implement a data-driven decision making process and instill a culture of organizational accountability.

    Based on industry best practices and input from key transportation stakeholders, NCDOT adopted a “Policy to Projects” approach that includes:

    • 20-year North Carolina Transportation Plan that incorporates significant public input to set high level mission and goals;
    • 10-year Program and Resource Plan that lays our financial resources and performance targets for NCDOT program areas; and
    • 5-year Work Program that identifies the actual projects, programs and services that the department will complete to meet performance targets.
  • Organization performance reporting - In accordance with House Bill 2436, NCDOT is required to develop a quarterly report that evaluates the Department's achievement of performance measures for safety, preservation, capacity improvements, ITS, effective and efficient business practices, spending plans, DMV services, minority and disadvantaged business goals, and other relevant performance indicators. The Office of Governance is vital to the development and distribution of the quarterly performance report for the Department. The Governance office will also work with the Strategic Management Committee to evaluate performance results and plan corrective action if necessary.

  • Information technology project prioritization and governance - The Office of Governance works with the Strategic Management Committee to implement solid IT governance practices. These practices include management of the process used to review, select and prioritize IT project requests for the Department.

  • Special project reporting and oversight - The Office of Governance manages the oversight and reporting of special projects assigned by the Chief Operating Officer. These projects are strategic in nature or those that require immediate senior management attention.

Mark Tyler holds a Bachelor of Science in Business Administration and is a Certified Project Management Professional (CPM).
