Leased Vehicles: Title/Registered
Vehicles that are being leased are titled in the name of the lessor. The plate may be issued to either the
lessor or lessee depending on who carries the liability insurance coverage. If the license plate is to be
issued in the name of the lessee, the lessor and lessee must sign an MVR-330 form. The MVR-330 lists the
length of the lease, the owner of the vehicle (lessor), the operator of the vehicle (lessee) and the
certification of liability insurance signed by the lessee.
Vehicles leased for less than one year are subject to a For-Hire license. Vehicles leased by a farmer
and used exclusively for farm use may be issued a farm license plate upon completion of MVR-330 and MVR-9
(Farmer Affidavit).

If the lessor (owner) titles and licenses new vehicle in their name:
- Furnish the manufacturer's certificate of origin assigned to lessor.
- Complete the
Title Application (MVR-1),
declaring all liens, in the lessor's name.
- Furnish an Odometer Disclosure Statement signed by lessor and seller.
- A 3% highway use tax is required based upon purchase price, less any trade in credit or a form MVR-608
declaring the tax is being paid on the gross receipts
- The title fee is $40.00.
- The license will be issued in the name of the Lessor and fee will be determined by the use of the vehicle
and the county of residence.
- Owner has to have the vehicle inspected in North Carolina prior to a license plate being issued.
If the lessor (owner) titles, but license to be in the name of the lessee:
- Furnish Manufacturer's Certificate of Origin assigned to Lessor.
- Lessor must complete the

If the vehicle is titled out of state in Lessor's name and lessee moves to NC:
- Furnish the out of state title in the lessor's name. If the lessor will not release the title, a
photocopy is acceptable.
- Lessor must complete the
Title Application (MVR-1),
declaring all liens.
- A highway use tax is required with a maximum charge of $150.00 or a form MVR-608 declaring the tax is
being paid on the gross receipts.
- The lessor and lessee must complete and sign form MVR-330.
- Pay the title fee of $40.00.
- A license will be issued in the name of the lessee and the fee will be determined by the use of the
vehicle and the county of residence.
- Owner has to have the vehicle inspected in North Carolina prior to a license plate being issued.
