Mission Statement
The Contract Office Section mission is to ensure that highway construction projects are designed and contracted in a manner that satisfy the Department of Transportation's needs in a safe, economical and optimal manner.
The Contract Office exists: to provide the Department of Transportation with technically and legally correct specifications; to examine and approve roadway plans; to analyze and determine the time given a Contractor to complete a project; to formulate cost estimates for construction of highways; to originate special provisions and bid proposals forms; to issue qualified bidders with bid packages (plans and proposals); to receive and evaluate bids from qualified bidders; to originate and execute contracts for the construction of highway projects. All this must be in accordance with N.C. General Statutes, the Department of Transportation's Administrative Code; recognized professional and industry standards, and State and Federal regulations.
