The Right of Way Branch of the North Carolina Department of Transportation is responsible for the acquisition of all necessary lands and rights of way used for construction and improvements of all roads and highways which are part of the State Highway System. This includes roads on both the primary (Interstate, US, and NC routes)and secondary (SR routes) systems. Right of way acquisition follows planning and design and is the last activity to occur in the highway development process prior to letting a construction contract for building or improving a roadway.
The central office of the Right of Way Branch is located in Raleigh, North Carolina on the 2nd floor of the Transportation Building at 1 Wilmington Street 27611. The Right of Way Branch is made up of just over 300 full-time employees administered by a Manager and Assistant Manager and is organized into three units: the administrative unit, the negotiations unit, and the appraisal unit. Each unit head is located in the Raleigh central office; however, the negotiation, appraisal, and relocation units also have additional field offices across the State. There are 14 field negotiation offices and 5 field appraisal offices. The administrative unit is centralized and located in the Raleigh central office.
The Right of Way Branch falls under the Division of Highways - Preconstruction and works closely with each of the other departmental branches to coordinate and implement schedules for highway projects established by the Transportation Improvement Program.
