The integration of the Comprehensive Transportation Planning Process and the Project Development Process was undertaken to identify, through data driven decision making, long range transportation solutions that can be evaluated, detailed and permitted for construction. To begin the efforts a workshop was convened with NCDOT, Federal Highway Administration, Rural Planning Organization and Metropolitan Planning Organization representatives to design a process that supports the development of a new long-range comprehensive (multi-modal) transportation plan. The outcomes of the initiative will be a well-documented and integrated planning process, electronically accessible procedures manual, systems level purpose and need framework, recommendation for automation, process to identify fatally flawed alternatives, and performance goals.
