As a part of the North Carolina Department of Transportation, the mission of the State Road Management Unit is to provide resources for the development, implementation and administration of comprehensive statewide management programs.

Training

SRMU Offers training in these areas:

Technical Training

The State Road Management Unit conducts technical training for all maintenance employees. Since the different levels have specific training needs, the training has been broken into 3 levels: Transportation Workers, Transportation Supervisors, and Transportation Engineers.

  • Transportation Workers: Most of the training for the Transportation Workers comes through On-the-Job Training, but specific "How to" types of training revolving around daily maintenance operations are also taught.
  • Transportation Supervisors: These individuals are the Department's first line maintenance supervisors who must make daily operational and management decisions. This group's technical training needs consist of specific "How to" type training, management training and procedural training.
  • Transportation Engineers: Field Engineers involved in our maintenance operations can be divided into two groups. The County Maintenance Engineers manage day to day operations of a County Maintenance Yard and the District and Assistant District Engineers manage the functions of a District Office. These varied job assignments translate into many different courses on daily operations, management training and procedural training.

Transportation Supervisors Academy

In order to meet the demands placed upon our transportation supervisors, it is imperative that we provide them with the training, awareness, and resources to carry out their job responsibilities. Outdoor Advertising and Junkyard Control

The State Road Management Unit provides administrative oversight to effectively control the erection and maintenance of outdoor advertising signs and junkyards.

Effective control of outdoor advertising by the state was required under the 1965 Highway Beautification Act. The Outdoor Advertising Control program in North Carolina became effective October 15, 1972 upon agreement with the U.S. Department of Transportation. The Department of Transportation is responsible for controlling the erection and maintenance of outdoor advertising signs adjacent to the interstate and federal-aid primary highways as they existed on June 1, 1991, and/or any highway that is or becomes a part of the National Highway System (NHS).

Responsibility for the regulation and control of junkyards located within 1,000 feet of the nearest edge of the right-of-way of any interstate or primary highway (or any highway that is or becomes a part of the NHS) is also delegated to the Department of Transportation under G.S. 136-141-155.

The State Road Management Unit provides administrative oversight for the effective control and organization of data. It also offers direction and assistance to the Division of Highways district offices in the interpretation of rules and regulations.

Outdoor Advertising Resources

Mowing Contracts

The State Road Management Unit prepares proposals, bid sheets and lettings in addition to collecting data for contract mowing.

In early 1986, the Department of Transportation developed a contract mowing program and took bids for mowing of highway rights-of-way in 40 of the state's 100 counties. Thirty of the contracts were awarded and 29 operated during that mowing season. The value of these contracts was $3,164,000.

Today, the State Road Management Unit prepares proposals, bid sheets and lettings in addition to collecting data and advertising mowing contracts for each contract year. In 2003 the program included 66 mowing contracts in 98 counties with a total value of $16,474,632 and an estimated 638,346 shoulder miles.

Maintenance Condition Assessment Program

The Maintenance Condition Assessment Program is the basis for the biennial Condition Assessment and Funding Needs Report to the Legislature.

The North Carolina Department of Transportation has created the Maintenance Condition Assessment Program to survey and evaluate the condition of the state's structures and paved roads in order to estimate the needs for routine maintenance and resurfacing. The Maintenance Condition Assessment Report assesses the current condition of the highway infrastructure and estimates the funding needs to reach a minimum level of service.

Interstate Maintenance Preservation Program

The Interstate Maintenance Preservation Program (IMPP) is a planned strategy of cost effective treatments to interstates; including bridges, pavements, and roadside features that prevent/retard future deterioration and extends service life without increasing structural or traffic capacity. The IMPP is to be used in conjunction with an effective interstate maintenance program to extend the life of bridges, pavements, and roadside features.
