The Skill Based Pay Program is a compensation program designed to encourage and reward employees for the acquisition and performance of skills identified as critical by the management of the North Carolina Department of Transportation. The goal of the Skill Based Pay Program is to develop an employee with diverse skills in a given operational area.

The Skill Based Pay Program enables career ladder opportunities and provides management with a flexible tool in developing an efficient, multi-skilled workforce. With a diverse pool of skills, an employee progresses through a pay range based on assuming greater responsibility and thereby increasing their value to the organization.
