NCDOT awarded Granite Construction Company and RS&H the contract for the I-40/440 Rebuild project.
The project, which is part of a 10-year mobility plan, requires rebuilding 11.5 miles of roadway in the southern section of I-40/440.
The Granite/RS&H team submitted the lowest bid of $130,129,000. NCDOT engineers estimated a cost of $193,428,882 for the project.
This project will use the design-build method, which combines planning work and construction into a single contract, saving time and money.

The road is more than 30 years old, and it is crumbling due to a chemical reaction between the rock and the cement. The project will replace the pavement two feet deep, providing a smoother and safer ride for more than 100,000 motorists who travel I-40 and I-440 every day.
The rebuild project will also improve certain interchanges and bridges to alleviate congestion and provide a safer ride. NCDOT has spent $11.9 million since 2007 on temporary fixes until funding was available for this project.
NCDOT awarded the contract to Granite Construction Company and RS&H. Minor project tasks will begin this summer. Long-term lane closures on the southeastern portion of the Beltline, from exit 301 at the I-40 split to U.S. 64/264 (Exit 14) in Raleigh, will begin in January of 2014. Closures of I-40 from U.S. 1/64 in Cary to exit 301, are expected to begin later in 2014. Project completion is slated for August 2016.
NCDOT and the Granite/RS&H team will keep three lanes open in each direction of the I-40 portion, instead of the two lanes originally planned. This will improve traffic flow and reduce backups during major construction.
The project also includes extending the lanes between ramps in each direction at U.S. 64/264 (Exit 293) and Gorman Street (Exit 295) and between Gorman Street (Exit 295) and Lake Wheeler Road (Exit 297), and we are extending the deceleration lane (off ramp) for Rock Quarry Road (Exit 300B). Pavement on all ramps on the 11.5-mile stretch of the project will also be replaced.
NCDOT and Granite will regularly reach out to stakeholders and the public about the contractor’s specific plans and schedule.
To ease congestion through the work zone, NCDOT is asking commuters to consider one of the following:
- Find an alternate route
- Take public transportation
- Work an alternative schedule or telecommute
NCDOT is also allocating up to $12 million to create bus routes from Johnston County into Raleigh and increase frequency on current bus routes for the life of the project.
Electronic message boards will provide the estimated time it will take to get to different exits through the project area. Information will also be available through our Twitter account, the project website and the media.
