Description

The North Carolina Department of Transportation is initiating an Environmental Assessment (EA) for the Macy Grove Road Improvements project. The project consists of two State Transportation Improvement Program (STIP) projects: U-2800 and U-4734, which will be combined into one federally funded EA for both projects. As part of STIP project U-2800, the NCDOT proposes widening existing SR 2601 (Macy Grove Road) from near SR 4319 (Industrial Park Drive) to SR 2042 (Old Greensboro Road) and extending Macy Grove Road from Old Greensboro Road to north of SR 1005 (Old US 421/East Mountain Street). U-2800 will also include constructing an interchange at Macy Grove Road and I-40 Business and constructing grade separations at the crossing of the Norfolk Southern Railroad and Old US 421/East Mountain Street. As part of STIP project U-4734, the project proposes extending Macy Grove Road on new location from north of Old US 421/East Mountain Street to NC 150 (North Main Street).

News and Updates

NCDOT issued a newsletter and hosted a public meeting in June 2008. A second newsletter was mailed in July 2009 detailing Alternatives to Carry Forward for the proposed project.

Project Overview and Purpose

The Macy Grove Road improvements and extension will provide a link between I-40 Business and areas north of Kernersville and will reduce congestion in downtown Kernersville and at the NC66/NC150 interchange.

The proposed project is a component of the Town of Kernersville Loop Road System, which is included in the mutually adopted Winston-Salem/Forsyth County Thoroughfare Plan and is on the 2030 Winston-Salem Urban Area Long Range Transportation Plan. Construction of the Loop Road System is also the top priority for Kernersville on the Winston-Salem Urban Area Metropolitan Organization’s Transportation Needs list.

Why is this action needed?

The project is intended to help relieve traffic congestion in and around the Town of Kernersville, North Carolina.

Growth and development within and surrounding the town have led to traffic congestion in the downtown area. Under existing conditions, traffic from residential areas north of the town must funnel through the downtown area to reach employment centers to the east (Greensboro areas) and west (Winston-Salem areas).

The project would provide a direct north/south route between NC 150 and I-40 Business. Sections of NC 150 (North Main Street) and NC 66 are currently over capacity, while East Mountain Street is projected to be over capacity in the near future. In addition, large planned industrial and commercial development areas around the existing Macy Grove Road/I-40 Business grade separation would be served by this project.

Study Process

The Macy Grove Road improvements and extension will involve state and federal funds. Any Agency that proposes a project involving federal funds must comply with the National Environmental Policy Act (NEPA). For more information please see the Full Study Process Document.

Project Highlights

Technical studies previously prepared for U-2800 will be updated (if needed) and combined with those planned and/or currently being prepared for U-4734 and incorporated into the EA.

Both projects are included in the 2009-2015 STIP with U-2800 scheduled for right of way in fiscal year 2011.

Planning and design studies are currently being performed to develop alternatives for the project, and to assess impacts to the environment. Public involvement will be encouraged throughout the process, with a Public Hearing conducted once a preferred alternative has been selected.
