FY09 ROAP Application Packet
The application package for the FY09 Rural Operating Assistance Program (ROAP) is linked below. ROAP consolidates the Elderly and Disabled Transportation Assistance Program (EDTAP), the Employment Transportation Assistance Program (EMP) and the Rural General Public (RGP) Transportation Program into a single application package.
We anticipate receiving similar authorization as we did in Fiscal Years 2007 and 2008 to move funds from the Public Transportation Division's consolidated rural capital program to the operating assistance programs upon General Assembly adoption of the FY09 budget. As a reminder, the Elderly and Disabled Transportation Assistance Program (EDTAP), the Employment Transportation Program and the Rural General Public Program (RGP) have annual formula program allocations totaling over $12.9 million. If we are granted the same authority for FY09, the division will make available to counties a total of $20,431,224 in all three programs.
As you may recall we have to report to the General Assembly on the impact of the supplemental funds in meeting transportation needs in rural areas. For FY09, counties that initiated new or expanded service since receiving supplemental funds will be able to continue the services with the supplemental funds.
Please review the grant timetable in the application package for important dates. The formula funds and any supplemental funds will be disbursed according to the schedule.
