As the N.C. Department of Transportation's general counsel, Charles
D. "Chuck" Watts Jr. serves as the senior advisor to the Office of the
Watts plays a crucial role in strategic planning, contract and
personnel oversight, negotiations and decision-making for critical
infrastructure projects throughout the state. He also functions as a key
liaison between NCDOT, the Office of the Governor, other agencies and
Watts has extensive legal experience and was most recently a
principal with the Banks Law Firm in Durham. He previously served as
SVP, general counsel and corporate secretary for the North Carolina
Mutual Life Insurance Company. He is also a former member of the N.C.
Board of Transportation.
Watts is a graduate of the University of North Carolina at
Chapel Hill, where he earned a Bachelor of Arts in economics. Watts also
received an MBA from Indiana University, with a concentration in
finance, and a law degree from Howard University.
