Since February 2018, Frank Winn has served as chief information officer of the N.C. Department of Transportation. He leads a team of more than 600 employees and contractors, and oversees the day-to-day operations, planning and oversight of the N.C. Department of Information Technology’s Transportation Division.
Previously, Winn worked for more than 13 years as NCDOT's director of Engineering Transportation Systems, where he was responsible for engineering applications and services, GIS, web development and SAP.
He joined the department in 1999 as manager of the Computer Aided Design Unit before moving into the role of application development manager over engineering applications.
Winn is a graduate of N.C. State University and the University of North Carolina School of Government Certified Government Chief Information Officer Program. He is a certified public manager and a licensed professional engineer in North Carolina.
