In May 2022, Shannon Palmer was named the director of the N.C. Department of Transportation’s Office of Historically Black Colleges and Universities Outreach.
As director of the Office of HBCU Outreach, Palmer is responsible for increasing the participation of historically black institutions and minority serving institutions with the N.C. Department of Transportation.
The office’s outreach efforts include scholarships, internships, a fellowship and research programs. It also promotes employment opportunities with NCDOT for HBCU and MSI graduates.
Palmer has more than 15 years of experience in higher education with a focus on strategic collaborations and student success.
She is a recent graduate of the Leadership Triangle 2021 Goodmon Fellow Executive Program and completed the University of South Florida’s certificate program in diversity, equity and inclusion in the workplace.
She holds a bachelor’s degree in English from Shaw University, which is an HBCU, and a master’s degree in higher education from Abilene Christian University.
She lives in Durham with her family.
