As director of the N.C. Department of Transportation's Office of Civil Rights, Shelby Scales oversees the daily operations of the department's efforts to promote, provide as well as monitor opportunities to small and disadvantaged businesses.

Scales also manages the Office of Civil Rights' oversight of NCDOT's Equal Employment Opportunity responsibilities, its Title VI programs and its compliance programs.

Scales comes to NCDOT with a vast amount of experience in the transportation industry and as a small-business owner herself. She served as the Small-Business Program officer for Raleigh-Durham International Airport, where she began the airport's Historically Underutilized Business Program – serving minority- and women-owned businesses – and the Small Emerging Business Assistant Loan Program for airport concessionaires.

After her tenure at Raleigh-Durham International Airport, Scales served as president and chief executive officer of the Airport Minority Advisory Council and served as the organization's first chief executive officer from an airport's Disadvantaged Business Enterprise Program Office.

Scales has been the recipient of numerous honors, including recognition from the Federal Aviation Administration and the U.S. Department of Transportation.

She earned a Bachelor of Arts in Communications at the University of North Carolina at Chapel Hill.
