As chief information officer, Frank Winn oversees the day-to-day operations, planning and oversight of the N.C. Department of Transportation's Information Technology Division.
Prior to joining NCDOT, Winn worked in the private sector for Florence & Hutcheson, KO & Associates and CADD Concepts. He began working with NCDOT in 1999 as CADD support manager before moving into the role of application development manager and then director of Engineering Transportation Systems in the IT Division.
Winn is a graduate of North Carolina State University, a certified public manager and a graduate of the University of North Carolina at Chapel Hill School of Government Certified Government Chief Information Officer Program. He is a licensed professional engineer in North Carolina.
