Introduction

In North Carolina, almost 200 bicyclists and pedestrians are killed each year being struck by an automobile. In its 2014 Benchmarking Report, the Alliance for Biking and Walking ranked North Carolina 42nd and 46th worst for pedestrian and bicyclist fatality rates per capita, respectively.
