After a comprehensive and competitive procurement process, the N.C. Department of Transportation selected and retained the Atlanta-based law and public policy consulting firm Griffin & Strong, PC, to conduct the 2019 disparity study.

For 25 years, the firm has delivered quality legal representation and consultative expertise to individual clients, small businesses, corporations and government entities. The firm has developed a reputation as leaders in disparity studies and supplier diversity consulting. Griffin & Strong is widely recognized as producing accurate, reliable, valid and legally defensible disparity studies.
NCDOT has also retained Raleigh-based consulting firm, Ken Weeden & Associates, Inc. as the disparity study project manager. The firm is serving as a representative for NCDOT during the study period. Ken Weeden & Associates is a 30-year firm with a broad variety of experience in diversity program development and management, including disparity studies.
Also working with Ken Weeden & Associates on the state’s behalf is Joset Wright-Lacy. Wright-Lacy has close to 30 years’ experience developing and delivering diversity programs that focus on capacity building programs for diverse suppliers.
Her experience includes senior leadership positions in procurement and supplier diversity; primarily in the private sector. She is responsible for process management during the study period.
