WHAT: Public hearing for proposed temporary rules pertaining to outdoor advertising in highway rights of way per S.L. 2011-397

COMMENTS: The N.C. General Assembly enacted SL 2011-397, which establishes certain statutory standards for selective vegetation removal as pertaining to outdoor advertising within the rights-of-way of the highway system. The N.C. Department of Transportation is proposing temporary rules to comply with the legislative changes.
The proposed temporary rules include technical changes necessary to comply with SL 2011-397, standards for vegetation removal, and conditions for working on the state maintained rights-of-way. In addition, replanting criteria for mitigation projects is included. The proposed rules are available for review on the NCDOT website at https://www.ncdot.gov/about/regulations/rules.
NCDOT representatives will be available to answer questions and listen to comments about the proposed rules. Citizens can also submit written comments and/or questions. The formal presentation will begin at 7 p.m.
