Secretary Tata Names David Ulmer as Chief Information Officer for NCDOT

RALEIGH -State Transportation Secretary Tony Tata has named David Ulmer to serve as the new Chief Information Officer for the Department of Transportation. "Transforming the IT infrastructure of state government is one of Gov. McCrory's top priorities," Tata said. "David brings strong skills as an IT manager and has been tasked with ensuring we have the technology to be more efficient and customer focused." As the CIO, Ulmer will be responsible for overseeing the department's information technology functions, including enterprise services, IT administration, the business systems information portal support center, the Division of Motor Vehicles computer systems and all engineering transportation systems. Ulmer spent 10 years as a technology executive at Bank of America (BAC), where he most recently was senior vice president for Global Technology & Operations, overseeing the technology side of regulatory and legal compliance matters for the banking giant. He previously led an initiative to improve internal IT processes and stabilize the technology platform on the consumer side of BAC's business operations. Prior to joining BAC, Ulmer was executive vice president and director of consulting for Synapse. He also previously worked as a supply chain consultant in forecasting, distribution and manufacturing optimization for Manugistics and as a sales and software engineer. He earned an MBA at Emory University's Goizueta School of Business in Atlanta, Ga., and an undergraduate degree at Furman University. His salary is $156,000 annually. He began work on Monday, Feb. 25.
