15th Street Improvements

Project Overview and Purpose

The N.C. Department of Transportation is planning a proposed project that would upgrade 1.8 miles of 15th Street in Washington – from west of U.S. 17 Business (Carolina Avenue) heading east to U.S. 264.

Improvements, which include a median and left-turn lanes, will increase safety and reduce congestion caused by vehicles waiting to turn left.

Project Highlights

Preliminary designs involve converting 15th Street in the project area to a four-lane roadway divided by a raised median that will allow for left turns at median breaks. U-turn movements for eastbound passenger vehicles would be provided at five locations:

  • Minuteman Lane
  • North Pierce Street
  • Market Street
  • Holloman Street
  • Brown Street

The proposed median would be grass, but the final treatment will be coordinated with the City of Washington.

One traffic signal is being relocated from Washington Street to North Pierce Street. Potential new signal locations will be evaluated as part of the project, and new signals could be added along the project corridor.

Public Involvement

NCDOT held a public meeting in Washington on Aug. 11, 2016, at which time NCDOT representatives received feedback from the community and answered questions about the proposed improvements.

All comments – regardless of how they are submitted – will be reviewed by the NCDOT project team, which will explore options to incorporate and address concerns where and when feasible. NCDOT will continue to develop the project and present its progress at another open house public meeting in early 2017.
