Traffic Impact

Businesses in the project area will be accessible during construction, except for the nights when there is a road closure.

Capital Boulevard and Peace Street will be open to traffic from 6 a.m. to 9 p.m. weekdays. Closures for utility, drainage and bridge construction work are possible between midnight and 5 a.m.

Weekend road and interchange closures are possible from 9 p.m. Fridays until 6 a.m. Mondays. Northbound lanes on Capital Boulevard, however, will remain open with some lane restrictions, and southbound traffic will be detoured.

Detours A and B - View Map

  • Detour A will be used from late 2016 until mid-2018, when southbound Capital Boulevard, under Wade Avenue, is closed from 9 p.m. Fridays until 6 a.m. Mondays. Traffic will be rerouted around the closure using the existing southbound Wade Avenue interchange ramps and crossing Wade Avenue near the railroad. During construction, Wade Avenue will be modified to allow this southbound movement across the median.
  • Detour B will be used from early 2017 until late 2018, when the northbound on-ramp from Peace Street to Capital Boulevard is closed. A road closure of up to 90 days will be allowed to complete construction on the northbound ramp at Peace Street. Northbound traffic will be rerouted east on Peace Street, north on Person Street and north on Wake Forest Road. This route is about the same length as using Capital Boulevard but includes a left-turn from Peace Street to Person Street.

Detours C and D - View Map

  • Detour C will be used from late 2016 until mid-2018, when southbound Capital Boulevard, south of Wade Avenue, is closed from 9 p.m. Fridays until 6 a.m. Mondays. Traffic will be rerouted around the closure using the existing southbound Wade Avenue off-ramp. Drivers will cross Wade Avenue near the railroad and then use a short segment of West and Dortch streets to get back on Capital Boulevard. During construction, Wade Avenue will be modified to allow this southbound movement across the median.
  • Detour D will be used from late 2016 until mid-2018, when southbound Capital Boulevard, from the Peace Street interchange to the CSX Railroad underpass, is closed. Drivers will see these lane closures from 9 p.m. Fridays until 6 a.m. Mondays. Traffic will be rerouted around the closure using the southbound Peace Street off-ramp. Drivers will go one block west on Peace Street and turn left onto Jones Street to get back on Dawson and McDowell streets.

Detours E and F - View Map

  • Detour E will be used from late 2016 until early 2018, when southbound Capital Boulevard, between Wade Avenue and Peace Street, is closed from 9 p.m. Fridays until 6 a.m. Mondays. Traffic will be rerouted around the closure using the existing southbound Wade Avenue off-ramp. Drivers will cross Wade Avenue near the railroad and then follow West Street for a half-mile to Peace Street, where they can get back onto Capital Boulevard at the interchange or continue into downtown via other back roads. During construction, Wade Avenue will be modified to allow this southbound movement across the median.
  • Detour F will be used from late 2016 until late 2018, when either the Wade Avenue flyover ramp (from northbound Capital Boulevard to Wade Avenue) or the loop (from Wade Avenue to northbound Capital Boulevard) is closed. A road closure of up to 60 days will be allowed to complete construction on the Wade Avenue flyover ramp and up to 120 days will be allowed on the northbound Capital Boulevard Loop. Traffic will be rerouted around the closure using Glenwood Avenue and Peace Street.

Fairview Road Flyover Ramp

The southbound Fairview Road flyover ramp will be closed for the duration of construction. The northbound Fairview Road flyover ramp and the slip ramp from the business access road to southbound Capital Boulevard will remain open.

Transit Impacts

Three GoRaleigh bus stops on West Peace Street will be relocated or removed during construction. More information will be available from GoRaleigh closer to the time of the Peace Street interchange construction.

Pedestrian Impacts

 
 


  • Temporary crosswalks are available on Peace Street at the Capital Boulevard interchange intersections. These high-visibility crosswalks provide a safer, single crossing path for pedestrians and draw the attention of motorists.
  • Motion-detection audible warning devices have been installed at these intersections, along Peace Street in the project area, and at sidewalk closure points. These devices serve to notify pedestrians of upcoming obstacles and provide information to those in need of additional assistance.

    An accessible vehicle service through GoRaleigh Access will be provided for those individuals on an on-call basis. The audible warning devices provide the vehicle service phone number.
  • Temporary walkways along Capital Boulevard are available, where possible, but certain areas are closed to foot traffic.
