    A Comprehensive Transportation Plan (CTP) is a long range multimodal plan that identifies transportation improvement need and proposes solutions for the next 25 to 30 years. The Goldsboro MPO/ Wayne County CTP is a plan that looks toward the year 2040. It is a joint effort between the following municipalities and organizations: Wayne County, Town of Fremont, Town of Eureka, Town of Mount Olive, Goldsboro Metropolitan Planning Organization (MPO), Eastern Carolina Rural Planning Organization (RPO), and North Carolina Department of Transportation (NCDOT). The Goldsboro MPO/Wayne County CTP was adopted by Wayne County and its municipalities and Goldsboro MPO and endorsed by the Eastern Carolina RPO.  The Goldsboro MPO/Wayne County CTP was adopted by Goldsboro MPO, Wayne County, and its municipalities and endorsed by the Eastern Carolina RPO. The Goldsboro MPO/Wayne County CTP was last mutually adopted by the North Carolina Board of Transportation on January 5, 2017. It is currently under study, and more information will be posted here as it becomes available.
