Get a Level 2 Limited Provisional License

​​​​​​​​​How do I get a Level 2 Limited Provisional License?​

You must meet the following to upgrade your Level 1 Limited Learner Permit to a Level 2 Limited Provisional License:

  • Be 16 to 17 years old
  • Have a Level 1 Limited Learner Permit​ for 9 months
  • No convictions of moving violations or seat belt/mobile phone infractions within the last six months
  • Completed and logged at least 60 hours o​f driving (driving log must be printed)
Once you have completed the above, you can take a road test to get your Level 2 Limited Provisional License.

1. Take your road test

You can now take a road test at a certified driver education school or at an NCDMV driver license office.

​​Find a Certified Driver Education School

To take a road test at a driver license office, you need to bring the following:

  • Your Level 1 learner permit
  • Driving log showing at least 60 hours of driving (must be printed) 
  • Printed proof of liability insurance coverage in the teen driver's name from a provider licensed to operate in North Carolina. Images on a mobile device will not be accepted. Note: The teen driver may be listed as an insured driver on the vehicle owner's insurance policy.​
  • Bring your own vehicle, present valid vehicle registration card and the vehicle must pass pre-trip inspection.
  • You must have a parent or guardian present for a road test. Anyone other than the parent or guardian must provide written documentation from a parent or guardian giving consent for the minor to have the designated individual as a supervising driver.

If you took your road test at a certified driver education school, you must bring the certificate showing you have passed the road test, in addition to the items listed above.​

Rules for dr​iving with a Limited Provisional License

With a Limited Provisional License, you can drive unsupervised from 5 a.m. to 9 p.m. and to/from work or any volunteer fire, rescue or emergency medical service.

When driving unsupervised, there may be one passenger that is under 21 that is not a member of the same household as the driver if they are being driven directly to or from school. Additionally, there may be one passenger under 21 in the vehicle that is a member of the same household as the driver.

Use of mobile devices are prohibited while in the vehicle.

After 9 p.m. until 5 a.m., a supervising driver is required.

Who can be a supervised driver?

  • A parent or legal guardian
  • A grandparent
  • An adult who has been approved by a parent or legal guardian

They must be:

  • A licensed driver
  • Licensed for five years
  • Seated next to driver when supervising

How do I reinstate my license if it was suspended?

All licenses must be reinstated if previously suspended for academic grades or report cards. If you have your license reinstated after it was suspended for academic reasons, you can continue to use the license if it is in your possession.

If the status is revoked or suspended, there may be another issue with the license. To check the status of your license, please visit MyDMV.

If the license status is active and is lost, a replacement or duplicate can be ​​​​ordered online.
