Project Highlights

​​​​​​For funding purposes, the proposed work to convert Capital Boulevard (U.S. 1) – between I-540 in Raleigh and Purnell/Harris roads in Wake Forest – to a controlled-access highway would be divided into four segments.

Converting the roadway to a controlled-access highway would limit entry onto the roadway via ramps at interchanges. 

The current design includes the following key elements:
  • Removal of all traffic signals and driveway connections along Capital Boulevard (U.S. 1).
  • Enhancement of existing interchanges at I-540, N.C. 98 Bypass and N.C. 98 Business.
  • Construction of two overpasses along Capital Boulevard (U.S. 1): one north of I-540 at Gresham Lake Road and another at the existing Jenkins Road/Stadium Drive intersection.
  • Construction of new interchanges at Durant Road/Perry Creek Road, Burlington Mills Road, Falls of Neuse Road/South Main Street (U.S. 1A) and Purnell Road/Harris Road.
  • Improvement of existing service roads and the construction of new service road connections throughout the project corridor.
