NCDOT is seeking public input on the Draft Environmental Impact Statement. Review the document and submit your feedback using NCDOT’s public input portal​. To have your comments included in the project record, please submit them by Jan. 16, 2026

Planning and development are underway to improve mobility and reduce congestion for motorists traveling north and south in central Wilmington. The N.C. Department of Transportation proposes extending Independence Boulevard for approximately 1.7 miles from the intersection with Randall Parkway and Mercer Avenue to U.S. 74 (Martin Luther King Jr. Parkway).
