Project Highlights

The project has been divided into six sections, which are in various stages of development and funding.

Section A: I-40 in Sampson County to West Trade Street (Duplin County)
Section B: West Trade Street to north of Country Club Road (Wayne County)
Section C: North of Country Club Road to south of South Landfill Road (Wayne County)
Section D: South of South Landfill Road to south of Genoa Road (Wayne County)
Section E: South of Genoa Road to north of Arrington Bridge Road (Wayne County)
Section F: North of Arrington Bridge Road to I-795 (Wayne County)

None of the sections is currently funded in NCDOT’s 2026-2035 State Transportation Improvement Program, or STIP. Sections may become funded in future updates to the STIP.

Purpose & Need Statement

The primary purpose of the project is to enhance north-south mobility in the region by completing the I-795 freeway connection between I-40 and I-95. The freeway connection would provide a high-speed highway with full control of access within the U.S. 117 Corridor. [Full control of access means vehicles can enter or exit the highway only at interchanges.]

Measures of Effectiveness: The measures of effectiveness when comparing alternatives include:

  • Achieving interstate design standards;
  • Achieving an average travel speed of 60 mph during peak hour for through traffic along the freeway in the design year (2045); and
  • Achieving a traffic operating level of service D or better during peak hour at signalized interchange ramp terminals in the design year (2045).

Other desirable outcomes of the project are a reduced potential for crashes due to the elimination of driveways, intersections and at-grade railroad crossings by reducing/eliminating exposure to conflicting movements; and fulfilling the Strategic Transportation Corridor vision.

Environmental Studies

Project development and environmental studies are underway. The study area for the project, as outlined in red on the project vicinity map, is subject to change as the planning process progresses.
