U.S. 17 (Military Cutoff Road) at U.S. 74 (Eastwood Road) Intersection Improvements

Planning and development are underway to improve the intersection of U.S. 17 (Military Cutoff Road) at U.S. 74 (Eastwood Road) in New Hanover County.

This proposed project converts the current at-grade intersection to a  grade-separated quadrant intersection. In this design, left turns are shifted to a separate roadway, removing them from the main intersection. This allows for a smoother flow of traffic and decreases congestion.

This improvement addresses one of the region’s most congested intersections. According to N.C. Department of Transportation’s Level of Service definitions, this intersection was found to operate at Level of Service E, the second worst on the Level of Service scale, based on the 2022 forecast.

With daily traffic expected to rise from 75,000 to 100,000 vehicles by 2045, this project is essential to reduce traffic delays, improve safety and maintain mobility.​


Project Funding

This project is listed as Project U-5710 in the N.C. Department of Transportation's State Transportation Improvement Program and is funded for $81.4 million.
