A retired consulting civil engineer, William Lapsley, P.E., is the past president and principal owner of William G. Lapsley & Associates, P.A.
Lapsley provided general civil engineering services for residential and commercial land development, industrial development and local governments throughout western North Carolina for more than 40 years.
He was elected in 2014 and re-elected in 2018 to the Henderson County Board of County Commissioners, on which he serves as vice chairman. Lapsley is also on the Board of Directors of UNC Health Care in Chapel Hill and serves as the county-elected official on Henderson County Board of Health and Henderson County Transportation Advisory Committee. He also is chairman of the French Broad River Metropolitan Planning Organization.
Lapsley holds a Bachelor of Science in civil engineering from the University of Wyoming.
