Left click + drag the link above into your bookmark bar. Navigate to the page that you want to publish and click the bookmark to publish the page without using the workflow. Workflows are being deprecated in SharePoint SE. Leave the datepicker blank to publish immediately or select a future date and then click the button to publish later.
To keep your bookmark bar visible, press Ctrl+Shift+B
