Update: NCDOT, SCDOT to Hold Public Hearings for Carolina Bays Parkway Extension

UPDATE – Due to forecasted weather for North Carolina and South Carolina early next week, the department has determined to postpone the upcoming public hearings for Carolina Bays Parkway Extension.

Staff will reschedule the meetings for a later date and alert the public when a date has been decided upon.

SUNSET BEACH – The N.C. Department of Transportation and the S.C. Department of Transportation will hold two pre-hearing open houses and corridor public hearings for the proposed Carolina Bays Parkway Extension project next week.​​

NCDOT and SCDOT are proposing to extend Carolina Bays Parkway (S.C. 31) from its current location at S.C. 9 in Horry County, S.C., across the North Carolina state line to U.S. 17 in Brunswick County near Shallotte. The proposed improvement is a multi-lane full access freeway partially on a new location. The primary purpose of the project is to improve transportation in the area by enhancing mobility and connectivity for traffic in the project area.

The public hearings are scheduled for:

Monday, Sept. 29, 2025, 5 – 8 p.m.
Sea Trail Convention Center
75-A Clubhouse Rd.
Sunset Beach, NC

Tuesday, Sept. 30, 2025, 5 – 8 p.m.
North Strand Recreation Center
120 State Highway 57 South
Longs, SC

The same information will be presented at both meetings and will be streamed live.

The presentation will begin promptly at 7p.m., but the public may attend at any time during the above hours. NCDOT and SCDOT representatives will be available to answer questions and receive comments regarding the proposed project. The opportunity to provide verbal comments and/or submit written comments and questions will be provided. Project details and maps can be found at the NCDOT public input webpage.

The opportunity to submit written comments will be provided at the meeting or can be submitted via phone 855-925-2801 enter project code 7734, email at Carolina-Bays-Pkwy@publicinput.com or at NCDOT's public input portal by Oct. 31, 2025.

NCDOT will provide auxiliary aids and services under the Americans with Disabilities Act for people who wish to participate in this workshop. Anyone requiring special services should contact Jamille Robbins at 855-925-2801 as early as possible.
