David Roy, Elected to International Transportation Board of Directors

RALEIGH – David Roy, Director of Innovative Finance with the Office of Innovative Finance and Delivery at the North Carolina Turnpike Authority (NCTA) was elected on October 14, 2025, to serve a four-year term on the International Bridge, Tunnel and Turnpike Association’s (IBTTA) Board of Directors. The IBTTA Board of 25 members represents transportation and tolling professionals from across the globe.

IBTTA is the global association for the owners and operators of t​oll facilities and the businesses that serve them. Founded in 1932, IBTTA has members in 26 countries on five continents. Through advocacy, thought leadership and education, members are implementing state-of-the-art, innovative user-based transportation financing solutions to address the critical infrastructure challenges of the 21st Century.

Executive Director of NCTA, JJ Eden said, “David has played an active role in the tolling industry and the IBTTA community. He has a strong record of involvement and leadership within IBTTA. David currently serves on the Finance Standing Committee of the Board, chairs the Investment Subcommittee and served as Chief Meeting Organizer for the 2023 IBTTA Road User Charging & Finance Summit. Additionally, David is a graduate of the 2022 IBTTA Leadership Academy. Beyond IBTTA, David serves as Chair of the Finance Committee for the E-ZPass Group and sits on the Board of Directors for ARTBA’s P3 Division.” 

“As IBTTA embarks on a new five-year strategic plan, my expertise and experience in financial management – strengthening the financial positions of both NCTA and NCDOT through budget and risk management, debt refunding and restructuring and alternative financing approaches such as TIFIA and public-private partnerships – will add meaningful value to the IBTTA Board at this pivotal time in the industry,” said, David Roy. “I also look forward to learning from my fellow Board Members and applying those insights to continue advancing innovation and financial sustainability within NCTA and NCDOT.”
