State Transportation Agency Releases Disparity Study

RALEIGH – The North Carolina Department of Transportation released its Disparity Study Wednesday.

NCDOT is required by law to conduct a disparity study at least every five years. Griffin & Strong, P.C., a law and public policy consulting firm, was hired by NCDOT to conduct the independent study. The firm examined data from 2013-2018.

The study focused on the availability and use of disadvantaged, minority-owned and women-owned businesses in state transportation contracts. The firm studied contracts covering a wide range of transportation infrastructure, including highways, bridges, rail, ferry, aviation and public transit.

Griffin & Strong also expanded the scope of the contracts the study is required to examine. As such, this disparity study also examined professional services contracts, which were not included in previous studies.

NCDOT will review the findings and recommendations from the study.
