Proposed work involves widening East Fire Tower and Portertown roads from west of East Arlington Boulevard to 10th Street (N.C. 33), expanding it from two lanes to a four‑lane divided roadway.
It also includes median openings with directional left turns for access to nearby commercial areas and
quadrant intersections (or quadrant left turn) near Charles Boulevard (N.C. 43) and Arlington Boulevard.
Additional improvements include:
- Bicycle lanes from Charles Boulevard (N.C. 43) to 10th Street (N.C. 33).
- Sidewalks throughout the length of the project corridor.
- Widen the existing
roundabout at East Fire Tower and Portertown roads from one lane to two lanes.
- A new roundabout with two circulating lanes at the intersection of Portertown and Eastern Pines roads.
- Realign Kittrell Road to the east to connect directly with westbound Bells Fork Road and construct a roundabout at the Kittrell and Bells Fork roads intersection.
- Narrow the existing bridge over Hardee Creek for eastbound traffic and add an additional bridge for westbound traffic.
- Upgrade the Portertown Road crossing of the Carolina Coastal Railroad tracks with new crossing gates and signals.
