• What phase is the project currently in?
  The A and B Segments are in final design and right-of-way acquisitions have begun on parcels identified as relocations. This means the project team is doing detailed engineering work, strategic right-of-way activities on relocations, and preparing for additional right-of-way and construction activities

  
  The C and D Segments are expected to begin start final design work in late 2026.

  
  

• What is the current project schedule?
  The A and B Segment right-of-way acquisitions are in progress and expected to take four to five years to complete prior to construction beginning. Construction is currently scheduled to begin in 2031.

  
  

  The C and D Segment right-of-way acquisitions are scheduled to begin in late 2027. Construction is currently scheduled to begin in 2033.

• What right-of-way activities are happening now?

  Right-of-way acquisitions began in September 2025 for segments A and B and remain ongoing. It is expected to take four to five years to acquire all the right-of-way needed prior to construction. Therefore, properties will be prioritized within this phase. Initial right-of-way activities are focused on relocations. As utility relocations are designed, parcels needed for utility work will be the next priority to begin right-of-way activities. ​
  

• Will property owners be contacted directly?
  Yes. Property owners whose parcels are impacted by the project will be contacted individually by NCDOT representatives or authorized agents. These conversations began in September 2025 and remain ongoing. Because the right-of-way acquisitions are expected to last four to five years, acquisitions will be prioritized during this multi-year phase based on project needs and design completions. It may be several years before an affected property owner is contacted by an NCDOT representative depending on the design status and priority need.

• What is the purpose of the current fieldwork
  Field teams began supplemental surveys, utility locates, septic tank assessments and other site-specific evaluations in September 2025. This work is necessary to inform final design and ensure environmental compliance.

  
  

  Additional field work began in spring 2026 for geotechnical investigations. This work will provide data to design roadways, structure foundations and pavement designs.

• Will this project involve tolling?

  The project was studied as a possible toll road from January 2024 to November 2025. That evaluation has ended and the project is proceeding as a traditional, non-tolled roadway.​
  

• How will the public be kept informed?
  NCDOT will share updates through the project website​, the PublicInput webpage​, public meetings as needed and direct outreach to affected property owners. Updates will be provided as the project advances and when new information becomes available.

• What is a controlled-access corridor?

  ​A controlled-access corridor means traffic signals and direct driveway access along the main road will be removed, and driver access will occur through interchanges, ramps and service roads.​
  

• What Segment am I in?

  ​This project is divided into 4 Segments: A, B, C, and D. Segment Descriptions are in the table below. There is also an interactive map on the main project page.

• Why is construction still several years away?

  ​Upgrading a major urban highway is a very complex project. In order to begin the construction phase of the project, all right-of-way acquisitions must be completed and all utilities that are in conflict with the proposed project must be moved out of conflict. There are 15 utility providers in this project corridor requiring complex planning, design, and relocations prior to the highway construction beginning. ​
  

• How often will the website be updated?

  ​The website will be updated as there are developments in the design or new design tasks and phases begin. Members of the public are able to sig​n up​ for project updates and communications​ through the website.
