As deputy commissioner, Portia Manley oversees Driver Services, Vehicle Services, and Business Operations at the Division of Motor Vehicles.
Manley has been a dedicated DMV team member since she joined the division in 2003 when she began her career as a computer consultant with the License and Theft Bureau.
Since then, she has served as an administrative officer, the assistant director of vehicle services, a field services director, a special assistant to the commissioner and the director of Vehicle Services. Manley also served as acting commissioner of DMV from November 2021 to January 2022.
Manley has a bachelor’s degree in Business Administration from Elizabeth City State University and a master’s degree in Business Administration from Atlanta University.
