The N.C. Department of Transportation’s Integrated Mobility Division is updating North Carolina’s statewide active transportation plan.

Adopted by the N.C. Board of Transportation in 2013, WalkBikeNC​ is the state’s current comprehensive plan for improving bicycling and walking conditions across the state. The updated plan will guide future partnerships, policies, programs and projects to create safer and more connected walking, biking and rolling options.

Planning efforts began in August 2026 and it is expected that this effort will take about 12 months to complete.​​

Why Is This Plan Important?

North Carolina has changed a lot since WalkBikeNC, the state’s current bicycle and pedestrian plan, was adopted.

  • The state has grown by more than 1 million people since 2013. By 2030, North Carolina is on track to have 11.7 million residents, becoming the seventh most populous state in the country.
  • There are new types of active transportation facilities and technologies available such as e-bike and e-scooters. 
  • NCDOT has continued to explore different ways for people to get around through its Complete Streets Policy (2019)​, NC Moves 2050 Plan (2021) and the Great Trails State Plan (2022)​
  • The recent NC Moves 2050 Plan showed North Carolina residents want to drive less and walk/bike more.

How Could This Plan Affect You?

The Statewide Active Transportation Plan will help shape future programs and projects that support walking, biking and rolling in North Carolina. For people across the state, this could mean:

  • Safer Travel: Improved sidewalks, road crossings, shared use paths and bike routes.
  • Better Connections: More affordable and direct routes that connect neighborhoods, schools, parks, jobs, public transportation and other places people want to go.
  • More Transportation Choices: More options for people who do not drive, cannot drive or choose not to drive.
  • Support for All Ages and Abilities: More travel options that work for children, older adults, people with disabilities and families.
  • Healthier Communities: More biking and walking trails and paths that support physical and mental well-being through physical activity and access to nature.​
