How to Apply
Applicants must submit the HBCU/MSI Scholarship Program Application along with the following supporting documentation:
- Unofficial university transcript
- Resume
- One letter of recommendation
Student will be able to apply for a
$2,500 scholarship to use toward their school-related financial needs for
spring 2026.

The Office of Historically Black Colleges and Universities Outreach Scholarship Program at the N.C. Department of Transportation helps foster new and diverse transportation professionals.
Scholarships support students of HBCU and minority serving institutions pursuing undergraduate and graduate degrees in transportation-related fields at one of North Carolina’s HBCU/MSI.
This program provides financial assistance each academic year to help cover costs for highly motivated future transportation professionals and leaders.
Spring 2026 Scholarships
The Office of HBCU Outreach are now accepting applications for spring 2026 scholarships starting Oct. 20.

Eligibility Requirements
- U.S. citizen and a resident of North Carolina
- Completed at least 24 completed credit hours at either the undergraduate level or nine completed credit hours at the graduate level at a North Carolina HBCU/MSI
- Currently enrolled as a full-time student at a North Carolina HBCU/MSI
- Minimum 2.5 GPA

Although the department encourages students in the majors below to apply, students are not limited to them.
