Through the Office of Civil Rights' Minority Business Enterprise Program and Women Business Enterprise Program, the N.C. Department of Transportation ensures firms that meet eligibility requirements are afforded the maximum opportunity to participate in the performance of contracts financed with state funds.
Minority business enterprises are defined as a business that is 51 percent owned, operated and controlled by a minority (black, Hispanic, Asian American or Native American). Women business enterprises are 51 percent owned, operated and controlled by women.
