The N.C. Department of Transportation under North Carolina G.S. 136-28.4, is required to conduct a disparity study at least every five years. The study focuses on the availability and use of disadvantaged, minority-owned and women-owned businesses in contracts for planning, design, preconstruction, construction, alteration or maintenance of state transportation infrastructure.
The previous disparity study was completed in 2014 and revealed evidence that there were race barriers with NCDOT contracts and subcontracts.
