Liability insurance must be issued by a company licensed to do business in North Carolina.
Each driver must be listed on the document provided for liability insurance when applying as a new driver.
Customers can bring printed proof of insurance documents or securely upload digital copies during their visit to a driver license office.
Documents
The N.C. Division of Motor Vehicles recognizes the following as proof of liability insurance:
- Insurance policy from a North Carolina-licensed insurer that shows when the policy was issued and when it expires

Insurance card with the customer's name, policy number along with effective and expiration dates
- DL-123 insurance form (provided by a North Carolina insurance company)
- Insurance binder reflecting the customer's name, policy number along with effective and expiration dates
- A form letter following the wording/format of the DL-123 form and written by the insurance company
