  • NCDMV Text Message (SMS) Terms of Use

    Using DMV text message services

    If you choose to receive text messages from the North Carolina Division of Motor Vehicles (NCDMV), you agree to these Text Messaging Terms of Use, as well as the NCDOT Privacy Policy and Terms of Use.

    Text messages are used to help you complete DMV services more easily and stay informed about your transactions.

    What we mean by text message service

    “Text message service" means any situation where NCDMV sends a message to your mobile phone number.

    This may include messages that help you:

    • Get reminders about upcoming appointments
    • Prepare for an upcoming appointment
    • Upload required documents before or during an office visit
    • Understand what to bring or what steps to complete
    • Receive updates about wait times or your place in line after you check in (remote queuing)
    • Learn about opportunities to complete eligible services online instead of visiting an office

    Choosing to receive these messages is called “opting in."

    Your consent

    When you opt in to receive text messages from NCDMV, you are agreeing to:

    • Receive service-related text messages from DMV
    • Allow DMV to keep an electronic record of your consent

    You can stop receiving text messages at any time by replying STOP.

    Your privacy

    We respect your privacy and use the information you provide through text messaging only to:

    • Send you the messages you requested
    • Help you prepare for DMV services
    • Support the delivery and improvement of DMV services

    We may share limited information with service providers (such as phone carriers) that help us deliver text messages.

    Mobile information will not be shared with any other party or used for any reason other than your participation in DMV services as described above.​

    We may disclose information if required by law, regulation, or government request, or to protect the security and integrity of DMV systems and services.

    These terms apply specifically to text messaging and do not replace the broader NCDOT Privacy Policy.

    Message costs

    NCDMV does not charge you for text messages.

    However, message and data rates may apply depending on your mobile carrier or service plan. Carriers are not liable for delayed or undelivered messages.​

    How often you will receive messages

    Text messaging is used for service-related communication.

    You may receive:

    • An initial confirmation message
    • Follow-up messages based on your appointment, transaction, or request for help

    The number of messages you receive will vary based on how you use DMV services.

    How to stop receiving messages

    You can stop receiving text messages at any time by replying:

    STOP, END, CANCEL, UNSUBSCRIBE, or QUIT

    After you opt out, you may receive a final confirmation message.

    Opting out of text messages will not cancel your DMV transactions or appointments.

  • Skip the Line NCDMV (Remote Queuing)

    The N.C. Division of Motor Vehicles, or NCDMV, is now providing Skip the Line NCDMV to the public with remote check-in options and virtual waiting room options (known as remote queueing). Those who choose to do so can receive notifications about their place in line and when to enter the lobby to receive service via cell phone text messages (which are also known as Short Message Service, or SMS messages). The objective is to connect the public from a safe distance via text or SMS message.

    1. You can cancel the SMS service at any time. Just text "STOP" to the short code. After you send the SMS message "STOP" to NCDMV, an SMS message will be sent confirm that you have been unsubscribed. After this, you will no longer receive SMS messages from NCDMV regarding remote queueing. 
    2. If you are experiencing issues with the messaging program you can reply with the keyword HELP for more assistance, or you can get help directly by sending a message or calling 919-715-7000.
    3. If you opt-in for remote queueing, NCDMV will send you a text message confirming your enrollment. Carriers are not liable for delayed or undelivered messages. Message frequency varies. Message and data rates may apply. Reply HELP for help or STOP to cancel.
    4. As always, message and data rates may apply for any messages sent to you from NCDMV and to NCDMV from you. You will receive message frequency when you’re utilizing remote queueing and notifications about their place in line and when to enter the lobby to receive service via cell phone text (which are also known as SMS messages). If you have any questions about your text plan or data plan, please contact your wireless provider.
    5. If you have any questions regarding privacy, please read our privacy policy above. 

    NCDMV will NEVER ask you to send your driver’s license number, bank account information, date of birth, or home address via text. While you will be able to send texts for remote check-in options and virtual waiting room options, these texts will likely be limited to answering user options. If you do receive a text asking for personal information, it did not come from NCDMV and may be an attempt by an outside party to obtain your personal information for illegal or unauthorized purposes, such as identity theft. You should never respond to texts that are seeking your personal information.

    All services and information provided to you through Skip the Line NCDMV are also available by other means, such as online and at NCDMV office locations. Texting is not meant to replace other tools and options.

    By entering your mobile phone number(s) and successfully activating remote queueing: 

    (i) You acknowledge and represent to NCDMV that you are the authorized user of the mobile phone(s) that you link to the remote queueing services or have been granted permission by the authorized user of the mobile phone(s) to enroll such mobile phone(s) in the service; 

    (ii) You grant NCDMV express permission to send text messages to that (those) mobile phone(s) through your wireless phone carrier unless and until such permission is revoked in accordance with these terms and conditions; and

    (iii) By granting such permission to NCDMV you are hereby requesting to receive such messages in spite of the fact that your number may otherwise be on the federal or state do not call list, and you agree, to the maximum extent permitted by law, that such text messages shall not be in violation of such do not call list(s); and (iv) the number entered will not replace any information NCDMV has on your driving record and the number will not be shared.

    Activate: You can start using remote queueing in one of two ways: (1) Scanning a QR code at your NCDMV location, (2) Texting the terms or phrase(s) provided at your NCDMV location to receive service.

    Stop Remote Queueing: Remote queueing SMS services can be cancelled at any time by texting "STOP" from your mobile phone. Upon NCDMV’s receipt of your cancellation request, NCDMV will make reasonable attempts to send you a reply text confirming your cancellation. After confirming, NCDMV will no longer send remote queueing messages, and will not contact you through text for this feature.

    Unstop Remote Queueing: Remote queueing SMS services can be resubscribed again at any time by texting "UNSTOP" to reply UNSTOP from your mobile phone. Upon NCDMV’s receipt of your resubscribed request, NCDMV will make reasonable attempts to send you a reply text confirming your subscription. After confirming, NCDMV will successfully send remote queueing messages again.

    NCDMV will make reasonable attempts to comply with other text communications sent to reply STOP in which you indicate a clear and unmistakable intent to revoke your prior permission. However, you hereby release NCDMV from any liability for your efforts to revoke your permission via a text message by replying STOP.

    Pricing: NCDMV does not charge a fee for remote queueing services. However, your cell phone company may assess text messaging fees and data charges. Check with your wireless phone carrier for your plan details, including any text messaging fees and data rates that may apply.

    Message frequency: Number of messages varies per user and is based on the responses received.

    Changes in Terms: NCDMV reserves the right to change these terms or cancel the remote queueing services at any time. Please check these Terms and Conditions on a regular basis for changes. Your continued use of the remote queueing services after changes are posted will mean that you have accepted the terms as modified. In the event NCDMV decides to withdraw or terminate remote queueing services, NCDMV will attempt to provide reasonable advance notification to any affected parties. However, NCDMV may withdraw or terminate remote queueing services immediately, and without prior notice, if necessary, to comply with law, protect security, combat fraud, or any other reasonable grounds, even if the reasons are not established in this document.

    No Warranties: NCDMV makes no representations or warranties whatsoever regarding remote queueing services. NCDMV hereby disclaims all warranties, including any implied representations or warranties of merchantability or fitness for a particular purpose.

    Limitation of Liability: To the maximum extent permitted by law, you hereby agree that NCDMV shall not be liable for any direct, indirect, consequential, special, incidental, punitive, or any other damages, even if NCDMV has been advised of the possibility of such damage or loss, arising or resulting from or in any way relating to your use of remote queueing services. Furthermore, NCDMV shall not be liable for the acts or omissions of third parties, including delays in the transmission of messages due to circumstances outside of NCDMV’s control. NCDMV will also have no liability if unauthorized individuals are able to read your texts, as you are solely responsible for ensuring that no one has access to confidential information shown on, or stored in, your cell phone.

    Indemnity: To the maximum extent permitted by law, you expressly agree to indemnify, defend, and hold harmless NCDMV, its directors, officers, employees, servants, agents, representatives, independent contractors, and affiliates from and against all claims, damages, liabilities, actions, causes of action, costs, expenses (including reasonable attorneys' fees), judgments, or penalties of any kind or nature whatsoever arising from your use of the service.

    In addition, by using this service, you agree that you are solely responsible for any and all information sent to NCDMV from your mobile phone.

    User Conduct: You agree not to transmit content that is unlawful, harmful, threatening, abusive, vulgar, obscene, defamatory, libelous, or inappropriate using NCDMV Remote Queueing Services. Violation of this provision may result in NCDMV canceling your participation in Remote Queueing Services.

    Governing Law: These terms shall be construed in accordance with North Carolina laws. Any proceedings to enforce or interpret these terms may be brought only in Wake County, N.C

  • Online Transaction Request Terms of Service

    ​​​​​​As a part of your transaction, you must read – and accept – the certification of intended use, which certifies that you have a legitimate need for this data and that you are entitled to the information under one or more permissible uses set forth in the Federal Driver's Privacy Protection Act​​ and North Carolina G.S. 20-43.1​​​. This information will be logged for auditing purposes each time you conduct an online driving record search.

    Certification of Intended Use

    I certify under penalty of law that I am entitled to personal information from the requested motor vehicle record under one or more of the permissible uses listed in the Federal Driver's Privacy Protection Act​​​.*

    I am aware that there are federal criminal and civil penalties for knowingly obtaining, disclosing or using this personal information for a purpose not permitted under DPPA (18 U.S.C. Sections 2721-2724)​.

    I also understand that North Carolina G.S. 20-43.1​ prohibits someone from obtaining personal information from a driver record by purposely or knowingly misrepresenting his or her identity or the use for which he or she is seeking that information. Anyone who does so may be charged with felony tampering with a public record.​

    Disclosure of Personal Information

    Personal information MAY be disclosed as follows:

    • For the applicant's own personal record (Not applicable to Crash Reports without a DPPA Permissible Use)

    Permissible Uses

    CDL Verification (not applicable to Crash Reports)

    For use by employers to verify information regarding Commercial Driver’s Licenses (CDLs).

    Civil, Criminal, Administrative or Arbitral Proceedings

    For use in connection with a proceeding that takes place in any federal, state, or local court or agency. Includes the service of process, investigations in anticipation of litigation and the execution of enforcement of judgments and court related orders.

    Insurance

    For use by any insurer or insurance support organization, or by a self-insured entity, or its agent’s employees, or contractors, in connection with claims investigation activities, antifraud activities, rating or underwriting.

    Motor Vehicle Related (not applicable to online Crash Reports)

    For use by an entity acting upon the behalf of a governmental business/individual or motor vehicle manufacturer for use in connection with matters of motor vehicle or driver safety and theft; motor vehicle emissions; motor vehicle product alterations, recalls or advisories; performance monitoring of motor vehicles, motor vehicle parts and dealers; motor vehicle market research activities, including survey research; and removal of non-owner records from the original owner records of motor vehicle manufacturers.

    Private Tolling (Not applicable to Crash Reports)

    In connection with private toll transportation facilities.

    Research & Statistics (Not applicable to Crash Reports)

    For research activities or statistical reports where personal information is NOT published, redisclosed, and/or used to contact individuals.

    Towing or Impound 

    For use by towing companies and impound lots in providing notice to owners of PREVIOUSLY towed or impounded vehicles.

    Verify Information Accuracy as Detailed Under the DPPA (Not applicable for Crash Reports) 

    For use in the normal course of business by a legitimate business or its agent, employees, or contractors, BUT ONLY: 

    A. To verify the accuracy of personal information PREVIOUSLY submitted by the individual to the business, its agents, employees, or contractor; AND

    B. If such information as PREVIOUSLY submitted is not correct or is no longer correct, to obtain the correct information, BUT ONLY for the purposes of preventing fraud by, pursuing legal remedies against, or recovering on a debt or security interest against the individual.​
