The State Transportation Improvement Program (STIP) is a public document created by the N.C. Department of Transportation (NCDOT) that details transportation projects scheduled to receive funding within the state. The STIP is updated regularly, and the latest version was released in June 2025, covering years 2026-2035. This program follows the Strategic Transportation Investments (STI) Law, and many of these projects have been identified using a data-driven scoring method known as Strategic Prioritization. All awarded federal competitive grant projects must be added to the STIP, and that process is internal to NCDOT.
The Local Programs Management Office (LPMO) supports Local Government Agencies (LGAs) receiving federal or state funds by providing guidance and oversight to ensure projects meet regulatory requirements, are executed efficiently, and align with state and federal policies. The LPMO establishes Standard Operating Procedures (SOPs) for locally administered projects.
