Licenses & Fees

The N.C. Division of Motor Vehicles issues regular, commercial and provisional licenses and permits – each of which can carry a variety of endorsements and/or restrictions that either grant or restrict driving privileges for an individual.

Learner permits are issued for new drivers 18 years old or older and graduated permits and licenses to individuals 15 to 17 years old.

The type of license an individual receives and the fee associated with it depends on the type of motor vehicle they will operate.

Fees can be paid through a variety of common payment methods.

Regular Licenses

Required to operate any combination of vehicles that:
  • Is exempt from commercial driver license requirements
  • Has a gross vehicle weight rating of 26,001 pounds or more (provided the gross vehicle weight rating of the vehicle(s) being towed is greater than 10,000 pounds)
​Class B
$5 per year​Required to operate any single vehicle that:
  • Is exempt from commercial driver license requirements
  • Has a gross vehicle weight rating of 26,001 pounds or more
  • Tows another vehicle with a gross vehicle weight rating of 10,000 pounds or less
​Class C
​$5 per year
​Required to operate any single vehicle that:
  • Is not carrying hazardous material in quantities required to be placarded
  • Is designed to carry no more than 15 passengers, including the driver
  • Has a gross vehicle weight rating of less than 26,001 pounds
  • Tows a vehicle that has a combined gross vehicle weight rating of less than 26,001 pounds
  • Is operated by a driver at least 18 years old
Most drivers need only a Regular Class C license to operate personal automobiles and small trucks.

Commercial Driver Licenses

​Required for any single vehicle with a gross vehicle weight rating of 26,001 pounds or more, and any such vehicle towing a vehicle with a gross vehicle weight rating not in excess of 10,000 pounds
​Commercial Class C
​$20 per year
​Required for any vehicle not described in Commercial Class A or Commercial Class B but is:
  • Designed to transport 16 or more passengers, including the driver
  • Used to transport hazardous materials that require the vehicle to be placarded under 49 CFR Part 172, Subpart F

Permits & Provisional Licenses

  • Required for unlicensed drivers to drive a specified type or class of motor vehicle
  • Requires permit holder to be seated beside a driver licensed to operate the motor vehicle being driven

  • Valid for 180 days
  • Driver required to retake all written dates for permits 30 days past expiration date
​Motorcycle learner permit

  • ​Permit holders ages 16-17 must have a full provisional license, signed parental or guardian consent and successful completion of an NCDMV-approved  motorcycle safety course
  • Permit holders 18 or older must have a license
  • Required to operate a motorcycle without passengers
  • Valid for 12 months and may be renewed for an additional six months

​N.C. REAL ID
​$0An endorsement obtained through tougher security standards that allows for more convenient access to airports, federal buildings, military installations and nuclear facilities.

Restrictions

A driver license may be limited or restricted for safety reasons. Restrictions include permitting a driver to operate a motor vehicle only:

  • While wearing corrective lenses
  • During daylight hours
  • At certain driving speeds

Driving outside the limits of restrictions is considered to be the same as driving without a driver license.
