No. N.C. REAL ID licenses and ID cards are completely optional.

Beginning Oct. 1, 2020, however, having an N.C. REAL ID can make it more convenient if you frequently fly or visit military bases, nuclear sites, federal prisons, federal courthouses or other federal facilities.

If you don’t want or have an N.C. REAL ID, don’t worry. You will still be able to fly and visit these facilities. You will just need to provide additional identification, along with your standard license or ID.

N.C.   • Fully Operated Rental Equipment Contracts is the lowest level of risk to a contractor.
  • NCDOT routinely supplements its own equipment complement with privately owned equipment for emergency responses, force account construction or specialty equipment needs.
  • To be considered by NCDOT, a contractor must complete a FORE proposal (Form RE-1) and submit competitive prices. If accepted, a purchase order is issued and the contractor is considered “on call.”
  • This type of contract does not guarantee work to the contractor.
  • Each district and county maintenance office maintains its own list of FORE contractors and can share, upon request, with other field offices or interested contractors.
  • No further prequalification or certification is needed to be considered for a FORE contract.

  • Subcontractor is the second level of risk for a contractor.
  • A contractor can perform as a subcontractor on a Purchase Order Contract project let out of a field office or a larger State Transportation Improvement Program project centrally let out of Raleigh.
  • To be qualified as a subcontractor on either type of contract, the contractor must fill out a prequalification application relevant to subcontractors. The application can be found here.
  • Subcontractors must be prequalified prior to starting work on a project and do not require any bonding. All bonding requirements, if required, fall on the prime contractor.

​No. When you first get an N.C. REAL ID driver license or ID card, you must go to an NCDMV driver license office with the required documents so they can be scanned and added to your NCDMV record.

Once you get an N.C. REAL ID driver license or ID card, you will be able to renew it online, just like a standard license and ID card.

Nothing until Oct. 1, 2020.  That’s when federal agencies begin enforcing tougher security standards.

Then, you will need to provide additional identification along with your standard license or ID to board flights or to get into federal installations, nuclear power plants and military bases.

There is no added fee for an N.C. REAL ID license or ID card. The cost is the same as a standard driver license or ID card. The cost is the same as a renewal if you get a REAL ID within six months of expiration. If you get it outside the renewal period, the same as a duplicate ($13).

N.C. REAL ID driver licenses and ID cards look identical to standard North Carolina licenses and IDs except that they have a star in the upper right corner that indicates the card meets federal REAL ID standards.

Standard licenses and ID cards are marked "Not for Federal Identification."

If your name has changed and does not match the name on your certified birth certificate, passport or other identifying information, you must provide a proof of name change, such as:

  • A certified marriage certificate or marriage license
  • A divorce decree
  • A certified document from the courts or Register of Deeds
  • An original international marriage license or a certified copy of an international marriage license (with a raised seal or ink stamp with initials of individual certifying the document) accompanied by a Name Change Affidavit

A disparity study is a legal study to determine if there are disparities between the availability of Disadvantaged Minority-Owned and Women-Owned firms (collectively "M/W/DBE") and their utilization in NCDOT contracting.

Disparity studies provide the factual basis for remedial contracting programs, demonstrating disparities in NCDOT contracting by race and gender status of business owners.  The study will also help determine the need for, use of, or continuation of race and/or gender-based programs that address the identified disparities.

It is the desire of the state of North Carolina to promote equity in public contracting. To this end, NCDOT is required to conduct a disparity study that provides the factual basis of the presence of disparities in NCDOT contracting. This study may support the use of programs to remediate any identified disparities and will satisfy the requirements of strict scrutiny established by the U.S. Supreme Court in City of Richmond v. J.A. Croson Co., 488 U.S. 469 (1989) and Adarand Constructors, Inc. v. Pena, 515 U.S. 200 (1995).
